From Manila: take a bus bound to Laoag, Vigan, Abra or Ilocos Sur. buses: Genesis, Partas, Dominion, Fariñas, Viron and Florida

Fly to Baguio from Manila domestic airport. From Baguio, take a taxi to the bus terminal and catch any bus bound to Laoag, Vigan, Abra or Ilocos Sur.
